Start with what you need the car to do

Set a purchase budget and a separate reserve for insurance, registration-related costs, servicing and repairs. A low advertised price is not the whole cost of ownership. Compare vehicles that can accommodate your normal passengers, parking space and journeys before comparing optional equipment.

For a recent arrival, a short rental can buy time to inspect several cars. The relocator decision guide helps compare that flexibility with buying immediately. This publication does not sell vehicles, hold deposits or guarantee a dealer offer.

Establish who is selling

Ask for the seller's identity and their authority to sell the particular vehicle. Compare the vehicle identification number, usually called the VIN or chassis number, with the registration certificate and the number on the car. A discrepancy needs resolution before payment, not an explanation promised for later.

If a trader is selling, obtain the legal trading identity and an invoice that identifies the vehicle. If an individual is acting for someone else, establish the authority under which they are doing so. Do not assume that the name on an advert proves ownership or that possession of keys proves an unrestricted right to sell.

Cyprus Consumer Protection Service states a minimum two-year legal guarantee for new goods bought from a trader and at least one year for used goods. Purchases from private individuals are outside the EU trader-to-consumer guarantee regime.

The dealer-versus-private guide explains why the seller's legal role matters. These consumer rights do not replace an inspection or guarantee that every future fault will be covered.

Build a document history

Request the registration certificate, roadworthiness record, service invoices and evidence of significant repairs. For an imported car, ask for original registration and import documentation as well as the Cyprus record. Check whether odometer readings and dates form a consistent sequence; clarify whether older records use miles or kilometres.

Ask specifically about accident repairs, flood damage, outstanding finance, recalls and restrictions affecting transfer. A seller's written statement is useful evidence of what was represented, but it is not an independent finance or title check. Where finance or another person's interest may exist, require documentary resolution through the relevant lender or authority before completing the transaction.

The EU import guide explains customs concepts. An imported vehicle's presence in Cyprus does not itself prove that every registration requirement has been satisfied.

Arrange an inspection before committing

Choose an independent workshop and agree the scope in advance. Ask for a written report separating safety defects, near-term maintenance, further diagnosis and cosmetic issues. Our inspection checklist helps you brief the inspector.

An MOT pass records the outcome of a statutory inspection. It does not establish ownership, outstanding finance, service history or the absence of developing mechanical faults. This is an editorial distinction, not a quoted government warranty statement.

A seller declining reasonable inspection access is a reason to pause. Do not substitute a short demonstration drive or a clean engine bay for the examination you intended to buy.

Agree the transaction in writing

Record the vehicle, price, included equipment, disclosed defects, any deposit conditions and the planned transfer date. Clarify what happens if an inspection reveals a material defect or the official transfer cannot proceed. Avoid paying a non-refundable amount while those conditions remain uncertain.

Obtain an insurance quotation for the exact car and drivers before committing. Arrange cover to start when needed; do not assume the seller's policy passes to you. Confirm the current ownership-transfer requirements with the processing office, including any recall-related documents.

Coordinate payment, transfer and handover so both parties understand what evidence they receive at each stage. Keep the signed agreement, payment record, transfer confirmation, keys and service documents together.
